sending emails in outlook 2003

I am able to receive emails, but when I attempt to send emails I receive two
errors. The first is, "0x8004210B - timed out waiting for a response from the
sending server." Then I receive another error message, "0x800CCC15 - unable
to connect with network." I called my ISP and everything is fine (server #s
100 and 25). I receive pings from both outgoing and incoming servers. I am
running XP home, SP2. Any help? Thanks!
