Sending animated gifs or pics in Windows Mail

Hello,
I once was able to include pictures or a live animated GIF in my email along
with text when composing a new email.
Any more, I can't drag and drop a picture or animated gif into the email and
have it already visible. Instead, it adds itself as an attachment which has
to be opened up in order for the recipient to view it.
I am using Windows Vista Home Premium, and IE 7.
Does anyone know why I can't drag and drop or copy a picture or animated gif
into the message body of an email now?
I appreciate any help on this.

Windows Mail doesn't handle drag and drops well. It expects
you to instead close all programs using the attachment, then
attach it to the message.

Verify that the format of the message you are creating is HTML and not plain
text. (Under the 'Format' menu in the new message).

While drag & drop does seem to trigger a 'file attach' action, you can use
the Insert Picture option from either the toolbar or the Menu to insert the
actual image in the message.
