Sending an attached email message

I would like for my communications team to be able to set up an email for me
to send out, attach it to an email to me, then all I have to do is open the
attached message and hit send. When we tried this, the Send button was
grayed out. Any suggestions?

does it work if you drop the draft into the drafts folder first?
