Send voice stream to another application?

Hi All,
Is it possible to play a wave a wav file from my application and send
the output to another application (like a voice chat application)
instead of the speakers?
I hope you can guide me or give me hints on how to do this.

I have 2 articles that cover this subject, one on Text to speech and playing
an audiostream in memory (no wav header) and a previous one that is linked in
the following article that covers more issues. Between the 2, you should have
enough sample working code to get to "First Base".
