I like to disable the feature in windows(or may be an outlook feature) "send
to mail recipient", (right click on a file - then send to mail recipient) can
I do that?

Since it's a Windows feature, yes. Try removing the item from C:\Documents
and Settings\Default user\SentTo or
%UserProfile%\SendTo
