Send to mail recipient not working

I used to be be able to send files and pictures using the Send To Mail
Recipient option. Now when I click on it, it appears to send but nothing
happens and the recipient doesn't receive the mail. I have made various
attempts to different email addresses but nothing!
 
Explain "appears to send". Why does it appear like that while in fact it is
not?
You might want to share some Outlook configuration info as well.
