Send to Compressed (Zipped) Folder

Is there a cmd line function that will perform the same function as the user
interface command in Explorer as "Send to Compressed (zipped) Folder.

Not the same function at all. NTFS compression and Zipfolders are
completely different beasts.

No.

Unless you use 3rd-party apps (e.g., WinZip with the Command Line
Support Add-On).
