"Send To" button greyed out.

I have set up a new user on my W2000 SP4 system.
All appears to be working fine except that the "Send To" button in the "File"
menu is greyed out with the word "empty" in it.
This is the case using "File" menu from menu bar and right clicking the file
name for the menu.
I know there are ways to get around this function, but "Send To" is a very
convenient shortcut.

Any ideas how I can get this function back?
(The button still works OK with administatrator log-on!)

'Send To' button? - I don't have one of those.
If you right click on a file, do you have the 'Send To' option?

Perhaps I used the wrong word, I have "Send To" in the "File" menu
in Explorer.
The right click did not work either, but I have solved the problem by copying
the contents of the "Send To" folder in "Documents and
Settings/Administrator" , into the "Send To" folder of the users, which had
been empty.
