Send/recieve button does not function

My Send/recieve button does not function in Outlook 2003 (new installation)

No Norton Firewall.

Either try to solve the problem by deleting the file "FRMCACHE.DAT" that
you find in

C:\Documents and Setting\%Username%\Local Settings\Application
Datas\Microsoft\FORMS

or - if former didn't help - by adding a new profile.

Control Panel | Mail | Show profiles
