send/ receive problem

When I hit send/ receive, a pop up window says "operation failed" and outlook
tries to send/ receive, but it times out before a server response
(reguardless of time out length). Below are a few points that may matter:
*email accounts are time warner road runner
*emails were working until I physically rearranged my study, no changes were
made to the computer nor application
*nothing else on the computer is having a problem
*I have checked that email, server info, user name, and password are set up
correctly
*I can check emails through road runner website
