Cannot send email

I am able to receive email from my road runner account, but am not able to
send email. I have contacted time warner cable and walked through the setup
a dozen times, but no luck. They gave me microsoft office's phone number.
Anyone have a fix for this. I do not have to check "my server requires
authorization" or something like that. I was told I didn't have to, but I
also tried it and no luck.

No problem with Road Runner here in NYC.
(smtp-server.nyc.rr.com) Substitute your city for nyc, E-mail username is your account name--not your e-mail address, and verify password for that account

Thanks for including the complete error message.
It appears that at the time you made that Send attempt,
your computer was connected to the Internet through a network
other than Road Runner. Most mail servers will reject a port 25
connection from an outside network.

If that was indeed the case, there are some workarounds:
1. Use the SMTP server belonging to the network providing
the temporary Internet connection.
2. Even better, most ISPs allow alternate SMTP connections
on a port other than port 25.

I also have my university of phoenix webmail in windows mail also and is
sends and receives fine.

If you really mean "webmail", that would use a browser like Internet
Explorer, not Windows Mail.
Web mail has no restrictions on what network you send from.

Just found out that road runner/time warner cable has a "safety net"
installed that will allow you to receive incoming email, but you cannot send
email if you are traveling and not connected to their server.

I wouldn't bother with trying to find the hotel's SMTP server.
That limits your options to using web mail, or finding out
if Road Runner offers SMTP service on a port other than 25.

In that case Road Runner/Time Warner cable is way behind other
large ISPs who have been setting up special SMTP ports for
travelers.

One other solution would be to get a free Gmail account
which allows you to use POP/SMTP from anywhere.
