send/receive not working properly

All e-mail notifications are turned on, i.e.)sound and envelope, but I do not
receive notification or the e-mail itself until I click on something
(anything)inside of the Outlook 2002 screen. Then the message appears and the
notifications also take place. The "checking for new messages" is set to 1
minute.
Any ideas?
