Send / Receive error message - "Dont have permission"

Hi guys,

I get the following message when one of my users (non-administrator) presses
Send/Receive:

"you dont have appropriate permission to perform this operation"

He is using Outlook03 SP1 on an XP Client. No other user has had this
problem, and unfortunately I cant be sure this user has not "messed around"
with his settings as he often tells me he hasnt when I know he has. Not
particularly helpful.

He can send emails, but cant receive them - I do not know if this helps find
the cause of the problem. I have seen posts on other sites advising that I
check outlook.dat, outlook.srs etc are not Read-Only - I can confirm they are
not.

Is there any error number when the user tries to send/receive? Is he set to
send/receive strictly when he prompts Outlook or does it send/receive
regularly on its own on a timed basis? Is this an Exchange environment or
not? Is the user in cached mode?
 
No error number - strictly what is described as below

"you dont have appropriate permission to perform this operation"

This is a pop3/smtp environment - all other users report no problems.
Outlook is set to auto send/receive every 1 minute. The user is not receiving
anything, but can send.

I am not sure what cached mode is?

Send/Receive set for 1 minute is too close, should be about every 10 minutes
to reduce the risk of timeouts.
Does the user have read/write permissions to the Office folder in Programmes?
 
Yes, the user has read/write permission. The users PST file is stored on the
network with which they have full access to their own PST
