send/receive delay

I work in an office with about 20 other co-workers. Just this week everyone
in the building started having problems with their email. I am able to
create an email and send it, but my emails do not reach their destination for
at least 3 hours minimum. Also, when someone sends me mail i do not receive
it for about 3 hours. What is going on and why is this happening to everyone
in our office. This problem is not just contained within the office, the
same happens when an outside source tries to send me mail or i try to send
them mail. What should I do?
