Send problem

When I am at a webpage (in Internet Explorer) that I want to send to
somebody, I go to File>Send Link by Email and it opens an Outlook new message
box with the link already in the body of the message. (It does not fully
open Outlook, only opens a New Message box). I click Send, but later find
out it does not send the message right away, just puts it in the Outbox, and
it waits until I actually fully open Outlook later. If I forget to open
Outlook, the message is not sent.

Is there a way to have Outlook send it right away? Outlook is already
configured to Send/Receive every 1 minute, so it is not that setting.

Outlook sends immediately (if the option is enabled) only when it is FULLY
loaded. Opening the new message window is not a full load of Outlook.
Programmatically adding items to the Outbox (which is what you did) does not
force a full load of Outlook. As you discovered, you will sometime have to
fully load Outlook to get it to send items in its Outbox. In fact, because
the item was not a new item added during that session of Outlook, it may not
even send when you open Outlook but will require that you reopen the item
and click Send again. Yeah, it sucks.
