Send Outlook email based on a cell value

I have a inventroy spread sheet. Other people have the ability to update the
values.
I would like to have an email sent to myself when the value of the on hand
items reach a certain value.

Example

If I want to have 5 books on hand at all times. The inventory value drops to
4. I would like for myself to recieve an email notifying me that I need to re
order.

I thought I read some where in the past this was possible to do. But I can
not figure out how exactly to do it.

Any help would be appreciated.
