Send on Behalf Not Noted Outside

Hello,
I am supporting a number of individuals that give their secretary "Send
on Behalf" permissions. When a secretary sends an e-mail to someone inside
the company on behalf of her boss, the recipient receives the e-mail and in
the header it specifies that this was sent by "Secretary" on behalf of
"Boss".
However when that same e-mail is sent to an outside recipient, there is
no mention of the e-mail having been sent by "Secretary" on behalf of
"Boss". It only says that it was sent by "Boss".
We thought that the outside recipient would also receive notice that the
e-mail was sent by "Secretary' on behalf of "Boss". But this is not
happening. Is this normal? Is there a way to get Exchange / Outlook to say
to outside recipients that it was sent by "Secretary" on behalf of "Boss"
when the secretary uses "Send on Behalf" permissions.
Any insights on this would be appreciated.

The user is running Windows NT 4.0 with service pack 6 and most Microsoft
updates
The user is also running Outlook 2000 against an Exchange server 5.5

Unfortunately this is not up to Outlook. The mailserver and the mailclient
of the recipient must support it in order to get it displayed correctly

Hmmm - that's strange - it should be the same for internal as well as
external recipients. Are you using POP mail anywhere, or is Exchange hosting
your domain's mail entirely?

I am using only exchange to handle the whole e-mail operation.
