Send Link won't work in Outlook Express

my brand new pc, using windows xp home and the new
outlook express, will not send a link. instead, it sends
an attachment, which most of my recipients won't open for
fear of virus.

how do it get outlook express to send a link like my old
outlook express in win 98?

This is default behavior in OE6-SP1.
