Many spam emails that I receive have source code including "name=generator,"
which should be a flag that it is spam mail. If it is possible to create
rules in Outlook for specific source code, I do not know about.

Have you tried the "with specific text in the body" option in the Rules
Wizard?

Rules don't do a very good job of filtering on HTML. I'd try filtyering on
common elements in the headers.
