Send email reminder to employees if email NOT received

I need an add-in to check if an employee has sent in a report by a certain
time. Example: If an employee does not send in their "Daily Report" by 10pm
- automatically send an email reminder message.
 
Possibly assign a Task to them to send the report. It will be up to them to
mark it as complete.
