send email, hiding other recipients (not CC)

I have a list of people I want to send the same email. However I would
like the recipient's email address to be displayed without displaying
the other recipients names to that recipient.
So "cc" doesn't seem to work, because all the recipients show. And
"bcc" doesn't work because it shows the sender's email address in the
Recipient's/To: line.

Is there a way, excluding sending an individual email to each person
with just that person's email address in the "To:" box, so that each
mail looks like it was individually sent to that recipient, even though
it is being sent to many people?

Mail merge would give you the results you want, with an individual message going to each recipient.
