"Send" button not on tool bar.

I can't send messages. the send button isn't showing up on the tool bar.
How do I get this to show up?
 
Send does not show up until you set up your POP mail accounts. Get the
correct server settings from your ISP. Set up accounts Tools>Email Accounts>
Add...
