Send but not recieve mail

I'm trying to configure my outlook 2007 with Outlook web access, recieve but
I can't send mail. Recieve an error.

possible to "configure Outlook 2007 with Outlook Web Access". Describe in
detail what you want to accomplish.

OK. In your original message you said you're "trying to configure". State
in detail what you've tried so far, what hasn't worked, and the exact text
of any errors you've received. Since you say you have an Exchange server
involved, state also what the Exchange admins have told you to do and why
asking them for help didn't work.

Steps to reproduce:

Set up new POP account

Set POP username and login

Set SMTP username and login that are not the same as POP

Go to Advanced... > Outgoing... > Check the box at the top and fill in the
SMTP username/password

Try (in vain) to send a test message
