You can use Tools, then Synchronize All to do both.

If you'd like outgoing messages to go out as soon as you tell
Windows Mail to send them, Click on Tools, then Options,
then Send. If there is no checkmark in the box before
Send messages immediately, click on this box, then Apply.
Click on OK.

However, certain types of modems can handle only one
direction at a time, but this should at least make it try the
other direction sooner.

Clicking on the Send/Recv button normally does both a send and receive.
What symptom or error message do you see that makes you think your
send is not working at certain times?

Thanks for your advice but I have checked it the box is checked infornt of
the line which says send it IMM.

One thing I want to let you know is I have configured my three accounts with
Windows Mail through which I will be receving emails the problem I am facing
is I am unabel to send the out going messages till these three accounts
download the emails like see if I am downloading the emails say like 400 form
these three accounts it wil take near about 10 min in these 10 minutes I am
unable sned my outgoing message after completing these receving emails then
only it is sending out going messages so kindly provide me your valueable
suggestions it will be highly appreciated.

Looking forward for your help.

Sounds like you have a limited or slow Internet connection.
You probably should do a Send before you do a Receive.
Instead of clicking on the combined Send/Recv button, click the little down
arrow and select Send All.
