Send and Receive Error (0X80042108) Outlook 2002 SP3

I am getting a new error message on the same PC as stated in the subject.
When I open up Oulook it will send and receive without any problems. If i let
it poll at 15 minutes and set the server time out to the maximum settings I
still get this error message. Any help will be appreciated.
 
I also forgot to mention that I have disabled the email scanning and spam
toolbar in Trend Micro Internet Security 2007 without any change after I
restarted the pc.
