How do I enable an Excel file to self-destruct at a certain date, or
when there is an attempt to make any change to it? I don't just want
to preserve it. I want it to self-destruct.

But you can make it so that many things don't work unless macros are
enabled.

Is it possible to have the formula in a cell self-destruct at a
future date?

You can have a formula self-destruct on a certain date/time but the same
caveat about enabling macros will remain.
