Seek util to write text on XP desktop background

Is there a simple utility or perhaps there is a feature of XP which
lets me put some text into a plain-colored desktop wallpaper.

For example: I might have a light blue desktop background where the
color was chosen from Display Properties > Background. I want to
write "system A" in large letters on it.
 
Using paint or another program you can create a jpg or bmp to use as
background picture and put text in it
as you create it

Sorry, late answer, but easiest is to use IrfanView or similar:
create a new, empty image size 1024 X 800 [or ...],
choose color & name, save.
Then Edit -> 'Insert text into selection' and write your text,
save and then under Options -> Set as Wallpaper.

You can do the same with a calendar or a pic of your child etc. ...
To place a smaller picture in the middle, choose
Image - Canvas size
and calculate the broad border you need to fill your screen,
then choose color, save, set as wallpaper, ready.
