We have FP at our school (just starting out) and out host provider has the
Microsoft IIS Server with FrontPage extensions - however the network/tech
group said FP is a security risk. They insist on using a CMS package for the
school. They are letting use FP outside the school "area" and they will link
to my site.
That's a long way of saying is there a significant risk with FP and
Microsoft IIS Server with FrontPage extensions? Is a CMS system overkill for
a small school?

What exactly do they mean by "security risk" - that's a very broad term.

They probably mean if you have 25 people using frontpage to edit the site,
it's going to end up as a complete mess. By implementing a Content
Management System (CMS) you have control over who can edit what and where by
limiting people to adding text, and if necessary pictures, but keeps the
site's layout intact, where if they used FP to update, they'd need to be
told strictly how to use FP and how to publish etc, and not
to stuff up the site's layout.

I'd say a CMS system is ideal for this situation.
