Security Tab missing on one file only

I have a file which I can't access on my XP client PC when logged in as user
"daniel" (server 2003). When I log in as any other user I can access the file
OK. When logged in as user "daniel" right clicking on the file does not
provide a security tab, but there is a security tab when logging in as any
other user. The file in question is used by an aplication which runs on the
machine and contains configuration information for the application. Can
anybody advise how to fix this anomoly?

If appropriate to your security on this folder, on the hosting machine add
"Everyone" to that folder's settings and give them full control.
