Security Tab missing from Files or Folders

I'm new to this newsgroup, so keep the flames to a minimum if this has
recently been discussed.

When I click on the Properties of files or folders (on both my local
computer or the network) the securtiy tab is missing. Can someone post
the reason for this and the fix.
