Security settings in vista home edition

Is Vista Home edition like XP Home edition where you have to reboot into
safe mode to change file permissions and there is nothing about the user
that can be adjusted except to make them an administrator?

I have XP home at the moment and I am thinking about vista. I run a
locked down PC at home with maximum security and where nothing can be
changed that would affect another user. It is very difficult with XP home.

All Vista editions have full permessions capabilities (full control, modify,
read & execute, read, write, special permissions) similar to XP Professional.
