Local Security Settings in Vista Home

I thinking about getting Vista when it is available. I have read about
security settings in "Local Security Settings" (secpol.msc). Can anyone
confirm whether this is available, in full, in Vista Home editions or not.

Thank you but this is not what I am asking. I have seen screen shots of
a screen called Local Security Setting with items like

Account Policies
Local Policies
Software restriction Policies.
Windows firewall settings.

In particular lots of options for controlling User Account Control. I
think this is different from the group policy settings.

Is this program on the home edition?

No, this is the secpol.msc and it is not available, and cannot be added, on
either of the Home editions.
