Security setting problem w/ user

I have roommates that use my computer and one has some very bad surfing
habits. He always manages to download viruses and downloads large amounts of
porn. I have spoken to him and this continues. I was wondering how to set
the security and cookies settings in IE 6.0 so he can not change them. I
have set the content adviser to a reasonable level and he can't change that
but he changes the other settings such as java settings and downloading. He
is set up with his own username and pw in winxp pro and only has guest
privileges. How do I set the security policies under administrative tools.

Change his account to a limited user and download Doug's XP Security
Console from www.dougknox.com and disable the settings that need
protection, such as the Internet Options Security tab.
