security restrictions

i download a access 2003 template, when i trying to open it, it says"
security settings restrict access to the file because it is not digitally
signed"...? some how my computer only allow to open digitally sign documents,
but i really like to open that template, could you help me?

Open Access without a database, then Tools | Macro | Security... | Security
Level. Set it on low.
