Security Question

Why is it that I can't add the group
<domain>\administrators to the security settings of a
folder unless I am applying it to a folder on a domain
controller? It simply is not in the list. Is this by
design? If so, does anyone kow the reasoning behind this?

normal since Administrators is a local group
are running AD in mixed mode ?
