security problem - please assist

Hi

I wonder if someone can assist please?

I have just re-installed Windows XP SP2 on my PC.

PC details:

Win XP Home SP2 (via SP2 disk)
AMD XP 2800 Barton running 2.07 Ghz
1024 RAM DDR 333Mhz
120 Gb HD1
40 Gb HD2
128 Mb Video
Sound Blaster Live!
Dlink AirPlus G+ (DWL-G520+) Wireless (unsecured) networked connection

The problem is, every time I try to enable a browser connection to a
banking website or, for that matter, any website that requires
privileged information like an account of payment details, the website
returns with:

'connection refused'

I have all major brands of browser to get passed this but have been
unsuccessful.

Can anyone shed any light as to what I am doing wrong?

I have tried enabling WEP security but that fails with the settings i have.

Download firefox/mozilla and check if they can work. If not then maybe
it's proxy problem...

That's ridiculous. Lokai1965 - here is a lot of information about not
being able to access secure sites. Start by re-registering the
following .dll's. Since you have SP2, you can do it all in one go:

Start>Run cmd [enter]
iexplore.exe /rereg [enter]

Now see if that works. Otherwise, do you have third-party security
software installed, such as a third-party firewall or Norton products?
Norton Antivirus has an Internet Worm Protection firewall which may be
interfering. Service Pack 2 automatically enables the Windows Firewall.
Running two firewalls will cause problems. If you have third-party
firewall protection like the Norton Internet Security, disable the
Windows Firewall. If you just have NAV, you can disable the Internet
Worm Protection instead.
