Security padlock

The security padlock is not being shown even when I want
to pay someone or bank online. I get the message that I
am on a secure site, but no padlock. Is this safe?

what message that this is a secure site ?
Is the url of form https:// ?
 
The message is a box that comes on the screen. A security
alert that I am about to view pages over a secure
connection. That any information that I send on this site
cannot be viewed by anyone else.
But there is no padlock!
