Security ?? on Server

I have a database running on Server 2003. I log on As Administrator
(yes I know its naughty) and everything is fine. When another person
logs on (ordinary user), they claim they cant access the database - It
sounds like the old Jet version security issue but I am sure I have
the latest Jet and would have assumed if it was a Jet issue, it would
apply irrespective of user access level
Any suggestions appreciated

Jet security sucks so bad they removed it from Access 2007 (format)
