Security ID structure invalid on startup

I am getting

"Security Account Manager initialization fails because of
the following error: The security ID structure invalid.
Error status 0xc0000078".

Says to reboot into Safe Mode and check the event log for
more detailed information but the system won't even start
up in Safe Mode !!

Any ideas or pointers to utilities I can use to recover
or rebuild the security database ?
 
What are the system specs? Have you appropriate resources available to run
that system?
