Security Centre and Windows Firewall out of sync.

Security Centre always shows me that the windows firewall
is "on" and that things are fine. but when i click on
[Control Panel > Windows Firewall] it shows me that the
firewall is "off". i switch it on, and reboot.

after the reboot, Security Centre shows me the firewall is
still "on", but checking [Control Panel > Windows
Firewall] again, it shows me the firewall is off.

which is it?
"on" or "off"?

if it's "off" how do i keep it "on"?
can i have a list of services required for the firewall? i
may have switched an unrequired service or two off. so a
list of whats required might help.

i dont get any error messages or anything, so i'm not sure
exactly what the problem is.
please help.

Recently I've experienced the same thing, a couple of
reboots and it resolved itself.
I choose to disable the builtin firewall and use zonealarm
instead, much better choice, along with a hardware
firewall.
