Security Center/Firewall Problem

I have installed SP2. I have unselected the option to notify me if
there is a problem with the firewall. I have an external firewall and
do not use the firewall built into Windows XP. But, each time I
restart the machine, the check is selected again. It does not
remember my setting. How do I fix this problem?
