Security Alert while preview in browser

I am using Frontpage 2003 and installed XP Pro Service Pak 2. I have noticed
a problem that started after Service Pak 2 was installed. When I add a link
to a PDF document to website & PREVIEW IN BROWSER I get error message
"Security Alert- Your current security settings do not allow this file to be
downloaded"

If I PUBLISH the website changes & then visit the website & try the new
links, they work while visiting the website, but NOT while doing PREVIEW IN
BROWSER.

Note that this problem is only happening on the new links installed. The
older links that I had previously are still working & can be viewed.

I had previously uninstalled the Service Pak 2 and it worked fine, as it did
previously. Then I reinstalled Service Pak 2, and the problem started again.

WHY can I click on the new links while BROWSING my site, but while PREVIEWING
IN BROWSER in Frontpage 2003 it will not allow me to click on the link? It
keeps giving me a SECURITY ALERT saying "your current security settings do
not allow this file to be downloaded?

I looked at the links you provided & it does not seem to answer the main
question: Why can I click on the new installed link (to a PDF file) while
BROWSING but not while PREVIEWING IN BROWSER (from the Frontpage 2003
program)? It keeps giving me the same SECURITY ALERT "your current security
settings do not allow this file to be downloaded"

Suggestions?
