On the Windows XP Service Pack II computers of my brother and I, attempt to
download files in Internet Explorer result in the message, "Your current
security settings do not allow this file to be downloaded," with the title
"Security Alert," regardless of how low the settings are.

It has been determined that not all downloads are blocked and that
www.freewebs.com is listed. Why is the list not empty? Does Internet
Explorer use some sort of artificial intelligence to automatically adapt?

Make sure that the site is not listed in Restricted Zone.
