Security Alert

I am running Win 98 SE and IE 6, and just recently I lost the ability to
download program files from the internet. I get the following message:


High security alert!!!
You are not permitted to download the file "[file name]".

I have ran my anti-virus and anti-spyware programs and nothing has turned
up. This does not affect the downloading of images or regular files, just
program files, and even at the lowest security settings it does this. I am
having the same trouble using Mozilla.

Also, when I load certain websites, I get a message that says:


Your current security settings prohibit ActiveX controls on this page. As a
result the page may not display correctly.


This also does not go away even at the lowest security settings.


Any ideas as to what happened to my system and how I can fix it? Thank you
for any help you can provide me.

I am having the same problem with the High Security Alert!!! message.
I am running IE6 and XP Pro with all of the updates including SP2. I
get this when downloading some files from the internet through IE.

Please if anyone has any information on this I would appreciate it.
