Secondary Site in Pending Status in SCCM 2007

Hi everyone,

Since two months we have install SCCM 2007 Sp1 with 1 Parent Site and 40
secondary sites. Homever we have too 13 secondary sites but that not is on.
Your status is always in PENDING. The configuration is the same un the 53
secondary sites, but in 40 is on, and in 13 is pending status. Wait 4 days
but this servers never going to work.
The 13 servers that not working pass the test of pre-installation and pass
the prerrequisites comprobation. The SMS_Sender services send to files to
installation, but then SMS_BOOTSTRAPS services (in secondary site) wait to
PID XXX to terminate. But this services never do it. If you stops this
services manually, the installation is off.

Why the secondary site stay in pending status?
What can I do?
