Second User Account - Internet Connection Problems

I am using Windows XP on my laptop and am trying to setup a "secure guest"
account, which is essentially just another user account rather than a guest
account. I want to use this so that people that I give a password to can use
an account on my laptop, rather than a guest account.

The problem I am experiencing is that when I open internet explorer, I
receive the following error message:

Forbidden
you were denied access because:
Access denied by access control list

However, I am connected to the internet with this account as I am still able
to connect to MSN Messenger.

What settings do I need to alter in order to grant this user account full
access to the internet?

You have aparently changed the 'simple file sharing' setting, and use the Permission settings to deny access to some folder (or you
have an infection of some kind)
