Can't find administrator account

I reloaded windows xp pro on my uncles dell insperon B130 laptop, I don't
know what he did to it, but now I can't find the administrator account. I am
thinking I am going to have to reload windows and then put a different
password on the administrator account and set him up with a guest account,
when you do that can you go in and set up permissions to download stuff?? I
just don't want him accessing the administrator account again.

under safe mode.

in safe mode you
can also create a
user account with
administrative
privileges.

By design, the only way to log into the Administrator account of
WinXP Home is to reboot into Safe Mode. For WinXP Pro, pressing
CTRL+ALT+DEL twice at the Welcome Screen will produce the standard login
dialog box. Unless the owner deliberately set the Administrator's
password via the Management Console (_not_ the Control Panel), it's
probably still blank. WinXP Pro asks the installer to set the
Administrator's password during installation, but WinXP Home doesn't.

Everyone STOP!

If you use the new "stylish" login type (disabled Ctrl+Alt+Delete but blue
screen on which you have to click on the account you want to login with)
there is an easy way to login as Administrator WITHOUT booting into Safe mode!

Hit Ctrl+Alt+Delete two times, like you would do on Windows 98 to reboot ;)
Then suddenly the typical Windows 2000 login style will show up.

I'm running XP SP3. Have you tried rebooting into Safe Mode? The
Administrator account is always available from Safe Mode in my installation.
