Second Hard drive not enabled.

I just reformatted my hard drive. In "My computer, it does not show the
second hard drive. When I go into disk management, my second hard drive does
not have a letter designation and I cannot change (or add a drive letter) for
it. Device manager says that this second drive is not enabled. How do I
enable it? Thanks for your help.
 
Before you reformatted the Drive was it showing up in MyComputer? Is
the Drive you formatted the Second Drive?

Is the second drive recognized in the BIOS?
