I thought place cards. Weddings I've gone to often have all the cards with
a number on them, and the guest picks up the card, goes to that number
table, and sets it down by their place. Except in that case, the cards a)
don't really need to fold in half, b) don't exactly need to be double
sided.
I might be wrong, though. Could be a seating chart on a great big piece of
cardboard, in which case, yes, drawing program.
Hope the OP is not looking for a template that will put family members
together and separate the feuding folk....cause Word's not gonna provide
that.
Does the OP want a seating chart or place cards?

The hard part is getting your printer to print name cards that small.
But
Avery or someone probably sells perforated placecards with the fold, you
set
them up as labels. Buy the cards first, then look for the template.
