State Outlook version.
State what "Search Address Book" means and where you find it. It's not in
any version of Outlook I've seen.

Outlook 2007

At the top of every tab (Mail, Calendar, Contacts, etc.), there is a
dialogue box which allows you to type in a name and search your address
books. Maybe this is a customized feature for my company?? Anyway, I type
in a name to sarch, or just double click on a name in an e-mail, and the
resulting window shows only the left side. The right side is cut off with no
option to re-size the window and no scroll bars.

There is no Address Book in Outlook. That box searches your Contact Folders.
Your post still does not convey which window you are opening. Simply typing
in a name to search in that box opens no window at all. Double clicking an
email address is a completely different and unrelated action. What it does
depends on the view in which you are double clicking, which is also a
mystery.
Post clear accurate steps. Post as if we aren't there watching you and can't
read your mind. Both are true.
In Outlook 2007 you can easily resize the address book view and that
resizing will persist.
